on "newsmakers," iu arenions like the sei looking for. >> one of the major effects of hurricane sandy was on telecommunications. that is our topic this week on "the communicators. christopher guttman-mccabe, what was overall the effect of sandy on your member organizations? >> if you do not mind, i would like to take a half step back and provide a little perspective on this storm and ultimately the impact it had. if you listen to mayor bloomberg, who said that the damage was unprecedented, that maybe the worst damage the city has ever faced, and the tidal surge, which was 14 feet -- governor christie said that the damage to new jersey was unthinkable. we had massive flooding. if you look at the snow and the shutdown of the stock exchange and flooding in the subway, you get a sense of the massive scale and scope of this storm. yet the networks performed. i have read dozens of stories in the last couple weeks about how for many consumers, their only link to information or to people was through their smartphones. while there was an impact on cell sites, the networks performed very well.

a brief campaign hiatus' courtesy of hurricane sandy, president obama and mitt romney resumed campaigning. the candidate's weekend travel schedules made it clear where the election was likely to be decided. obama was slated to return to ohio today. saturday, sunday and monday. he was set to appear in iowa, virginia, wisconsin, florida, new hampshire and colorado. romney was doubled to campaign in ohio, went -- wisconsin, new hampshire and virginia. statewide polls differ on who was ahead in colorado and i what it should obama with a single digit lead in nevada and wisconsin. eight of nine surveys are the past week and a crucial ohio give obama a narrow edge. and we will be focusing on a violator in today's "washington journal." and our swing state series. we want to hear from voters and not-swing states. we want to hear how the election is playing out how you are. and this from the baltimore sun, charging more the candidates will go in the next couple days. ting where the candidates will go in the next couple days. again, the candidates focusing all of their attention in the days leading

not accurate. host: john prible, because of these hurricanes that we looked at earlier in 2004 and sandy, will those rates go up overall? guest: not as a result of this particular storm. what fema is currently doing and have been for about 10 years, they're undergoing a massive modernization project where they are going across the country using scientific and engineering models to remap. we had a caller earlier who said that the map was old and out of date. that will not be the case. so there will be changes to flood zones over the coming years if you cannot already had a change. you may have one coming in the next two years. but it will not be the result of a particular storm or particular flooding event. these policies are different than private insurance policies in that regard. for example, if you have an auto insurance policy and get into an accident and make a claim, your insurance premiums going forward may increase because of your history. the national flood insurance program does not quite work that way. in that individual storms or flooding events don't have a direct bearing on

sandy, we have seen clearly the problem with the government when president obama says he's going to get the federal government out of the way of rebuilding can be done. that is mitt's message, to get the government out of the way in restore the economy. we are seeing clearly in the relations being lifted to bring in oil to the east coast and the unions stopping out a state workers to come to restore electricity. this country needs to work together and mitt romney will bring us together. host: ob mentioned the hurricane -- bob mentioned the hurricane. and it has ben written about how it will affect the election . the store this morning from abc about chris christie. said everybody should be ready to vote on tuesday. i have ordered the county clerk's offices in every county in new jersey to be open both days of the weekend. he said he did not have to wait to vote. if you are tired of cleaning this stuff up, go there in person. also this morning, reported by mike allen of politico, an interesting story that mitt romney had in mind chris christie as his first choice. reaction to the speech

any fallout or benefit from hurricane sandy for the candidates? guest: i think it's becoming clear that this has been a plus for president obama. how big, we will see. if you are the incumbents and you're in a tough race, what do you want to do? you want to look presidential. that's a great advantage of incumbency. that is precisely the way he has looked, with the help of his new best friend chris christie. i guess bill clinton will have to step aside. he was the president's new best friend. now it's chris christie. with that bipartisan blessing, the president looks good. for mitt romney, he was pushed off the stage. this storm was a kind of circuit breaker for about three days. momentum, at least according to the romney camp, had been building up for romney. you lose that. politics is not just about the national voter choice. there's a big dial-up emotions included in this. i think the air went out of the balloon to a certain degree for romney during those three days. does he have time to regen? of course. we are back in the campaign today and will be back at a fever pitch by mond

. then he started seeing tapering off. it was tapering off at least a week before hurricane sandy. a lot of people are saying, sandy killed him. i think that was more icing on the cake. he was already dropping before the hurricane came along. he did engage a lot of voters who were not paying attention to him that the debate was the first positive experience they have had considering mitt romney. a really put the brakes enclave of not enough. i will talk about that more and a couple of minutes. i think we felt good about how we looked at it. one of the things i denture the senate. there were 10 tossup races. if you come down to -- north dakota. if they both go democratic, democratic would have won nine out of the 10 tossup races. if they go the spread democrats or have 17-10. we talked abut it a little bit before the election -- the last group of tossup races. they never break and the marrow. they tend to break two there is one way and one-third with the other. whatever the guest of wind is. maybe it was sandy related and maybe not, but it was a positive gust of wind for the president. wh

about how much might be dispersed out of those sandy relatedopr stuff. >> public assistance, we have not done any of the permanent work. almost everything is still emergency work. that number will be based upon the the mission assignments and stuff. i will have public affairs is that back. for individual assistance, the total number of registrations in new jersey, new york, connecticut was 122,000 and total disbursed was 107 million dollars so far. >> could you address how the gas sorted is being helped -- shorter's is being held. our generators being offered? what else is being done for people who need gas for the generators? of work beinglot done in the utility's and the industry to get pipeline terminals back up and getting the receiving. that has already been occurring. the other part of the retail side and distribution of gas. we're working very closely with governor christie's team. sometimes getting additional trucks second off load fuel -- that can off load fuel. all of these options are under way and being worked with the states. correct thinking. i think that wraps up our c

started sliding in little toward the end and then sandy hit. the failure to define him in a positive way. outsourcing, bain patel, taxes, cayman islands -- bain capit al, since, cayman islands. they beat him over the head with it. when he got the left after the first debate, he probably went up in all 50 states, but he moved up slower in those six or 8 states where the obama ads had beaten his brains out. at the end of the day, that is what made the difference. the cold numbers the republicans are going to have to look at and think about is the demographics. who voted? the country is changing and they have got to change. we will see as they progress through the denial and all of these other things until they get to a point and step forward. if i were the republican party, reince priebus is a terrific operative. he is an effective national cheer. to be honest, i think the republican party -- there is a time when parties need a haley barbour. they need some large stature and person, someone -- large- statured person, someone who has the stature who can move the party along on a sustainable

3. >> update on the response to hurricane sandy. >> afternoon, everybody. i will be brief because i figure you got more questions. some of the highlights from the last couple of days. as of this morning, around 6:00 a.m., and we will have numbers later this afternoon be looked at you, but 317,000 folks have registered in the three states for individual assistance. and a total of -- is three had a 20 million for the three states. the yesterday northeaster had impacts appeared in many cases precautionary measures were taken to shut down operations. there was concern about that, but it was based on the forecast the day before when decisions were made, said those were done in coordination with state and local officials. power outages increased slightly. power outages due to the nor'easter did increase the number of customers without power, and as of this morning, about 42,000 people in addition to those who have lost power from sandy are reported out. that number is down from the original impacts of the northeastern, but we continue to cede power restoration. the numbers improved. with

sandy was an unprecedented storm that left a devastating impact on new jersey and the new york region, damaging homes, businesses and leaving millions without power. my district was hit tack -- particularly hard. numerous substations in our area were sub merged under water, leaving residents without electricity for nearly two weeks. as a result thousands of lehman have worked around the clock to assist those in need and help restore power. not only have those in new jersey and new york region joined together to help the impact by sandy, but hardness of individuals from across the country have come to lend a hand to the people of new jersey. just the other day as i was touring damages around my district i saw license plates that raised from wisconsin to louisiana. i want to thank all the workers and volunteers whether they have come around the block or hundreds of miles away to assist a region in our recovery. while the road ahead to full recovery will be long, there is no doubt the progress would have been -- the progress we have made would not have been done without the assistance of
